White Layer - Add 2 packets of unflavored gelatin to 1 and 1/2 cups boiling water and stir to dissolve. Add can of condensed milk and stir to combine and cool. Pour mixture over the set red jello and allow to set up in the refrigerator. NOTE: pouring this over the red layer while too hot will cause the layers to mix.

Blue Layer - Add 6 ounce package of blue jello and 2 packets of unflavored gelatin to 1 and 1/2 cups boiling water. Stir until gelatin is dissolved, add enough ice cubes to being liquid to equal 3 cups. Pour mixture over the set white jello and allow to set up in the refrigerator. NOTE: pouring this over the white layer while too hot will cause the layers to mix.

You can use a cookie cutter to cut into fun shapes or you can cut into squares.
